Looks like this one is going to pass... My opinion is that is it a positive step, however I still believe that private solutions are ultimately the route to go...

My idea is simply modifying SMTP or adding a layer so that emails must be authenticated/approved by the receiver/sender prior to receipt.

1) Unknown user sends email
2) Server responds requesting that they click a link in order for it to go through
3) Sender clicks link and inserts note or code stating why they should be allowed...
4) Receiver gets notification, including note or can implicitly add a user to allowed sender list
5) Mail and all subsequent mail is delivered
